The Mental Health Services Act (MHSA)

The Mental Health Services Act (MHSA), Proposition 63, was passed by California voters in November 2004. It consists of six phases: Community Program Planning, Community Services & Supports, Prevention/Early Intervention, Innovations, Capital Facilities & Technology, Education & Training.

San Bernardino County has completed phase one and is currently working on phase two.

The Community Services & Supports (CSS) Plan was posted for the public review on December 13, 2005. Public Hearings to receive feedback were held on January 17, 18, and 19, 2006 in Victorville, Yucca Valley and Rialto. The plan is due to be presented to the Board of Supervisors on February 7, 2006. The plan’s services and supports are designed to enhance mental health services for children and youth with serious emotional disturbance and for transition age youth, adults and older adults with serious mental illness.
